Does resistance even need speed?

With the exception of Poe, would I be able to make up for lack of speed by stacking max potency on RT, RP and Finn to land the exposes?

yes, unless you want to be ultra slow if for some reason you're unable to hit an expose for a few turns in a row.

15% chance to resist even with max potency, so speed is always good in that regard.

Speed is good, more speed is better. Speed and potency can exist on the same mod.

A healthy compromise is to use potency set mods with speed on it.

The problem with lack of speed is that some of them may not even get a turn - and with DN, DT, etc. increasing cooldowns, when they do get to go, it might be basic attacks only.

    Poe- needs speed
    Finn- handy to have some
    Trooper- minimum half of Poe's

You need 232 min on Poe. Then as much as you can on everyone else. Thats if you need them for tank duty
