Princess Leia debuff with Tenacity Up

When battling in the Arena I came across a Tarkin lead team. With Tenacity Up (applied from Rex), Tarkins "Intimidation Tactics" was able to apply offense down and CC down on Princess Leia. It was my understanding that Tenacity Up provides an increase in tenacity by over 999%. If this is correct, I do not see how Tarkin could have landed his debuffs.

Leia was stealthed at the time, and the Tenacity Up was applied to her BEFORE Tarkins Special was applied. This happened twice in the same battle. Picture provided.

Tarkin can apply irresistible debuffs on rebels which includes those with tenacity up.

Yep. Read Tarkins move... I will continue to use him and Death Trooper as these rebels continue to enter the arena. :-)
