Galactic power displays 0 for ally

When I look at the player summary page for one of my allies, the galactic power is displayed as 0. Both for ships, and for characters, as well as the total. They have an extensive roster. It has been a while since they logged in (something like 34 days).

Then it's likely that they would need to log in for the system to refresh , and for their client to update to the latest version. Since they seem to have stopped playing, it's not surprising that it isn't showing

I don't think that is it, since I see other people who have not logged in for similar amounts of time where they have galactic power displayed. Might be that they are a member of the ghost crew of a Flying Dutchman guild, although the guild shows having a total GP.
