New 'easy' guild switching

Hi everybody,
I have seen the new options for finding guilds and to easily switch guilds and as the leader I see the applications for my guild.
With the new system I was able to accept someone that was in another guild already. That must be new too then.
Now my question is if this is WAI and is done to make it easier to get help from outside in your guild. If so, will those guys get the same punishment (excluded for already started raids (and maybe TB too??) and no gear requests for 24h) if they join and help and then maybe go back to their guild?
