Cassian Andor - Crippling Shot -is it work?

Crippling Shot
Deal Special damage to target enemy.
For each debuff present on other enemies, inflict that debuff on the target for 1 turn.

What I understand from that is.
If there are multiple Debuff on other enemies and When Cassian Andor use Crimpling tool on target, it should copy all Debuff from other enemies and Fill the target with same amount debuff for 1 turn.

But when I tested him he only copy just one of each different debuff type.

For example: let say there are 3 target and I used Zader with Cassian.
Zader use force Crush, and debuff the 3 targets (3 * Damage over time + speed down).
but when cassian use Crippling Shot, he only add 1*Damage over time debuff instead 3.

as I understand he should be able to add all the debuffs not just one.
so the target will be debuffed with total 6 more damage over time debuff

is this normal? or bug?

Inflict that type of debuff, not amount

maybe it should be as;

for each target one type debuff should be counted.
[targets amount]*[Damage over time debuff]

if there is 2 debuffed enemies, the target should be debuffed 2* (damage over)
if there is 5 debuffed enemies, the target should be debuffed 5* (damage over)

...
