Gauntlet Starfighter not giving ally turn meter when hitting a target locked enemy

I have spent months farming this ship, since it is a very difficult farm, and also farming the two pilots. It is not giving turn meter to a random ally when it uses basic attack on a target locked enemy. I know you guys have your hands full with TB, but if you could look into this sometime that would be appreciated. If needed, I can try to take screenshots before and after it hits to demonstrate the lack of turn meter gain. Just let me know if you need that.

Also, it doesn't seem to be getting its proper speed bonus based on other empire ships, but I can't be certain on that. It should have enough speed to go second or third, but it is usually last. I am sure the answer to that will be "bad RNG"
