Shards If You Already have The Hero

Maybe there's a reason for it, but there's no logical reason that I can see other than EA wanting to make more money: when you buy a hero pack and you already have the hero, why don't you get the requisite amount of shards that it'd take you to unlock that hero since, in effect, that's what you're getting when you buy packs for heroes you don't have. 15 shards for QGJ if you already have him unlocked is rather measly, 25 would be better since that's how many it takes to unlock him. You may say "it's only a 10 shard difference" and you're right, but those 10 shards would take 2 Cantina refreshes and 2 days to earn.
