Is Dooku's hindering press at ability 7 broken?

I've had my hindering press at lv6 for a while now...but I'm 2 days from 7*, & last I heard his hindering press was broken at lv7, causing dooku to attk alot less often then before peeps upgraded him from lv6......

Hoping any dooku user with lv7 ability can shed some light for me....thx for any and all info
