Officer (speed boosts and turn meter removal)
Phasma (turn meter and advantage)
Trooper (tanking)
Kylo (already a tank)

Your list looks right, OP. FO Stormtrooper is very squishy at gear 8. Dies very fast after taunt. I plan on getting him to 10 in the next week.

I ran out of steam and only got Phasma and FOST to gear 8. The rest are 10.
