There is a color-coded chart showing how Platoon bonusses earned from a phase are used for the next phase.
My point here is the Combat Missions in the current phase aren't dependent on current phase platoons, so we can do our Combat Missions much earlier and get them done and dusted when we want basically, after Platooning characters we won't use of course. After Combats, Womp Rats!, it's a good idea to see what Platoons are still left where you can deploy.
HOWEVER, In phase 3 the shield already disables the orbital bombardment, so that graphics are incomplete

Look at the pink encircled group of 6 areas - the platoon on the bottom area does affect all of the 6 areas including the two current ones. So the bottom platoons are a must. Also if you use a ratre or numerously required toon in the battles (that could be done with some other toon) you may be botching the platoons which could stifle your next phases, so platoons are the first to be evaluated, see that you can get done what needs to be done and if you can spare that Wedge or Fulcrum or whatever, it’s better to get that platoon than
maybe lose one single stage in the current battles
