TB phase 1 super hard difficulty

In TB my phase 1 is the exact same difficulty as phase 6. Seems weird for a phase that is supposed to be for characters with only 2 stars. Yet a team that is all 7 Stars, zetas, gear level 11, fully mod, has a hard time. I think something is not getting set right.

Every time in the past phase 1 has been a super breeze for me.

There is an element of RNG. I breezed through them, but a few in my guild couldn't get past the 6th wave on one cause of all the buffing up the troopers do.

That must be it. Sometimes the end toons just keep buffing up, and even 7 star high gear level characters cannot get through. This still seems weird because phase 1 should be the easiest out of the 6 waves. At least that was my understanding. The first is the easiest, and the 6th is the hardest.
