Thrawns ebb and flow question

i have this ability zetaed and it says thrawn has 100% counter chance, however it’s not all the time he counters in some battles he’s not countered once. Count dooku has 100% counter chance and he always counters is this a bug? Do other thrawn users have the same problem?
