Rules to Play?
Anyone know where the rules are to play this game. I have played along time but seem to get stuck on certain items. Like having thousands of a certain item but have no clue how to use them. How do you find items to move up in levels? I usually wait till the game allows it but I would think there is other ways. Any thoughts, help would be great

This is a common situation in the current state of the game. This was somewhat helpful when territory battles came put as it allowed many players to raise galactic power without farming too much.
