Mace ship, 3 attacks a turn?

How does this ship Commander get to attack 3 times in a single turn ?
As soon as two of his ships fire, he gets another attack.
Obviously why 90% of people use him, but how is it even possible considering neither of the other 3 get that many attacks.

He is no where near 90% on my shard. He is good but not that good.

When ships have 'valor' they give him tm at the end of thier turn. That in combination with his speed can make it seem like he is going more often then he should.
