Rotating Characters in Arena, GW, and Cantina?

With only so many options to choose from, why haven't we seen a recent rotation of at least half of the toons we can purchase in those places? I am now just stockpiling shards (which isn't horrible), but would rather have ways to get Finn, FO toons, and a few others.

Its set up this way for reasons. I prefer the way it is no rotation. Add more yes . I like the shard shop currency as is now. Let ship shop rotate . I like as is . But it should be what majority wants imho.
