The three mods on leftside of character mod screen are dropping 4 to 1 ratio over the mods on rightside of character mod screen. The arrow,triangle and cross are dropping at a 1 to 4 ratio less then others.

Sorry, I've always associated the term feature with something beneficial. Like a car having dual air bags is a feature. Or a hotel with an olympic size swimming pool is a feature.

Well, there's the ability to chat with your guild, you can find farming locations pretty easily, oh and they programmed bad drop rates on certain things you'll need!
A feature is not necessarily a benefit. A feature is just what something does or has. A benefit is something useful to you personally. Someone who doesn't swim or like water, will not find an olympic sized hotel swimming pool a benefit, but it doesn't stop it being a feature.
This does not mean that it's a good feature that those drop rates are frustratingly skewed. Same goes for all the challenge gear everyone has thousands of
Why get caught up in semantics?
They artificially made the mods on the right more scarse/rare. It's as simple as that. The more mods you farm, the more beneficial this "feature" becomes relative to players who farmed less mods.
You don't have to like it, but it's simply not a bug. It's by design.
