Guild leaders that no longer play

Hi I joined a guild
Xstar Warz online universe a while ago. We were a small group, that started strong, the leader of the guild stopped playing the game and we were left without a leader to remove or demote. We had a player, Mik, who sabotaged our games he was given officer status but he opened up rancor at tier 1 constantly then at the AAT we were near completing and he abandoned the mission. He upset most of us that we did an exodus I created a new guild named PassionStrengthPowerVictory , I sent one the guild members back to tell the others to jump off and rejoin. My questions are these
1) because he jumped off, joined my new guild, jumped back to the old is he penalized where he can't join until a certain time?
2) what happens if a leader no longer plays and you need to demote or remove game trolls like Mik?

To anyone that may be reading DO NOT let a player named MIK be part of your guild

Sounds lie you did exactly what you needed to do to get away from a troll. Probably a good idea to set your new guild to "invite only".
@Phlucious you can open it through the ' Help' button in the setting menu. (Gear icon)
