Keep buying refreshes when your stockpile exceeds the rate of when natural cantina energy refills, like 3x immediately right before and 3x after reset time/when double drops start for example.
Do the 3 cantina energy battles for daily activities in stage 1 & 2 of cantina, be sure to claim your free 45 cantina energy daily, and do a refresh each day (or more if can spare the gems)
Unless you have everything in the cantina table, it's probably more beneficial to just keep farming.
There is no way to do a good analysis of this because a toon could be placed on a 10 or up to a 16, and even with an equal drop rate, that's a big difference in energy usage. It's not a bad idea, but it just seems like a waste of free energy for very little gain.

No that doesn't mean that, regular energy can still be spent. The OP is asking about banking cantina energy
