Why can't I play tier 2 of prelude?

Breezed through tier 1 with 3 stars but then tier 2 went dark to where I couldn't even play it? Wth? So I had to choose which one to complete at the beginning? Why wasn't I told this? Now I'm missing out on tier 2 rewards because I followed logical progression. Awesome.

what? thats insane i didnt even see tier 2 there was only one freakin option for me tier 1!
