Reason I'm asking is just to make sure. So let's say for example, Resistance Trooper's expose. He has a 50% chance to expose. He has a 10% potency bonus. Does this mean he has a 60% chance to expose OR a 50% chance to expose along with a -10% tenacity to assure that it actually exposes your target. I'm assuming the latter but I would like confirmation.

No, the way that it works as far as I know is that if the 50% expose chance procs, then we get into the new situation of RT's potency vs. the enemies tenacity. If the enemies tenacity is greater than his potency, RT will rarely land the expose. However, just as RNG plays into the game, there is the odd chance every once in awhile that the expose will land regardless of tenacity.
