Colonel starck not showing intended?

I got 5 denger and 5 pig guard in last 14 refreshes and not single colonel starck.. I'm doing two refreshes for crystals every day .. And after double drops ended I saw him maybe once ... I'm not only one many mates on our discord reporting the same


Can we get official answer if this is intended that he showe less frequently than those pigs which nobody needs..

He is there, he will be less likely to show as he is new and therefore 'rare'.

Rng is a pain some time. Sorry to say, I'm am not official but it is the answer.
