Plague Preventing Retribution?

I am trying to figure out why this is happening, because i cant find anywhere that it says plague prevents retribution.

Basically, i noticed that when GK gives retribution to my characters, if they get plague after wards, then they wont counter.

Is this supposed to work this way?
