Open officer tools in tw offense earlier

Please open up the sector commands for offense, during the defensive phase or earlier. I cannot be on when the offense phase begins, and as strategy officer for my guild (ok I made that title up), there is no direction for our offense for several hours. Yes I might change the strategy after we see the opponent's offense but I would much prefer to give some direction than none at all.
