How big of an impact do mods have on ship performance, speed in particular? I see a lot of people running speed mods on their fleet commanders. If it is a significant impact, what about speed secondary vs. primary, for example I have a holo-array with a defense primary with a +17 speed. Obviously I would much rather it be CD, but does speed outweigh everything else? Or is gear level more of a priority?
