Borrow an Ally
How about you add an option to borrow an character from one of your allies for the duration of the war? Not putting you at 6, but just having the toon available in your roster. That would help with expanding the bench but not overpowering. Also, if one of your allies uses one of your toons for GW, you get some tokens or credits or something.
