Why are sales pack now RNG?

This is so stupid. I feel like every time the company does something good they'll do something dumb to neutralize it.
Thought things was going to look up for these devs then this crap happens. I was oh nice they are giving us R2 and CLS back to back that was so thoughtful... oh **** is this random sale chances damnit!
I feel like we're about to get a new sales pack in the store that will unlock a 25% bonus chance for pop up sale.
Am I suppose to keep closing and reopening the game until I get the pop up sale?
