Need some answers

So currently I’m farming Phoenix solely for Thrawn event when it comes around but I’m also aiming for Rebel team as a arena team which leads to my question. Do I stop Hera at 6 and start working on Wedge or do I just continue farming Phoenix till I get Thrawn?

Finish Hera. Then farm Nightsister Acolyte. Stick her in Talia's place.

I'd put Zombie back in your arena team for now over Boba too.

Doing that would give you much better arena results than switching to a Wedge lead Rebels team. It will be viable much longer too.

Phoenix all the way. Don't have to look back. They are fun to use, for me at least.
