R2 dispel zeta let’s JTR decrease cooldowns?

When a resistance character with a debuff hits a crit and dispels themselves, do they get the decreased cool downs from JRT’s leader?

For example res trooper gets health down from nihilus, he crits with his special and gets rid of it... can he use his special next turn or does the CD reduction not go through?

Would depend on the hidden timing of the leader skill, when he uses the special he is debuffed so I would guess not, but it might resolve after the special
