One turn debuff question.

I have a question about debuff duration. It seems that when you apply a debuff that has a one turn duration it only applies for the remainder of the turn. Example:

I have been leveling hk47 lately, and when I use his meatbag mayhem it applies debuffs to the enemy. If I land defense down on QGJ when he has a 75% turn meter he immediately sheds the debuff before my team can attack him.
This happens when landing debuffs on 4 characters as well. If you get lucky you may get an attack on 1 character before the debuff is gone. Is this functioning correctly, or should the duration be one full turn?

    I'm leaning towards that too. It's unfortunate because meatbag mayhem seemed to be a great special. It doesn't do much damage, but landing debuffs sounded like the upside of his special. Landing debuffs for 1/2 to 1/4 turn doesn't help much at all, especially since droids are so goddamm slow they can't act on it before it's dispelled.
