Crew ability level

There is someone in my fleet arena who has managed to get several of his crew abilities to level 7. While I have the crew to the proper gear level when I tap on the upgrade it tells me the material needed will be in a future update. Is this material a random reward or does it appear from time to time in one of the stores?

Those ship omega mats were available in the past as part of a pack you could purchase, a person was able to upgrade two or three skills to seven if you bought both packs
