Multi-assist / multi-counter mechanics question

How is attack order determined in the following situations:

GK mass assist consists of DN and R2 onto enemy Rex with tenacity up buff.

Enemy debuffed with stagger and expose, uses AoE attack on phoenix team (zeb stuns if an enemy has these debuffs, but both disappear when hit)

Attack order is random.

Not convinced, DN seems to dispel every time and r2 lands stun. If it was random, you’d see r2 miss the stun now and again, but in my experience that has never happened.

I have seen it happen both ways, with GK special against a taunting GK with foresight. Some times DN would dispell sometimes not.
