What kind of teams are you facing and having trouble with? You might need more damage instead of two tanks, and it probably also doesn't help that your tanks are g6. That protection arrow you've got on Stormy isn't doing him any good because it's a percent of his base protection which at g6 is zero. Stormy is unusual for a tank in that you actually want him really fast so that he can get that taunt off right away and start getting the TM gains. I wouldn't put the Phoenix farming on hold, though, go ahead and get that done.
Rebel teams are generally good because they have many characters to choose from and good general synergy with each other, if Arena is your main goal of the game then you should look into wedge/Biggs. Wedge offers great rebel leadership and together can deal massive damage early-middle of the game and great synergy with biggs. Ezra could also be a solution to bring more damage to your team.But Phoenix squad is a great investment. They are also considered rebels, so they fall under other rebel leaders, and can unlock Emperor Pal. (you need rebels)and Am. Thrawn (phoenix) and can be used (ezra, Kanan 2/5 jedi) to unlock Yoda and have special missions in guild territory battles, so overall if you are looking to unlock different parts of the game it is a great early investment, and a high level phoenix also does well in arena
