Guild Chat announcement/banner question

If you have a minor in your guild, meaning he/she doesnt have access to in-game chat, does he/she still see the guild chat announcement? The one on top of the chat.

They do not see the banner either.

So, there's no way to communicate with them? (Except maybe the TW and TB commands?)

No way at all , due to them being in a minor account. I'm not sure if they are able to see the TB, TW, commands either. That I can't help you with , although my suspicion is no they can't see the commands.
