Colonel Starck help

I am currently farming up Starck, with him pretty far from being doing.
But I figured i should ask before i finish.
A. How should I mod him?
B. With his Zeta, can the TM removal be resisted?
I do plan on bringing all my Imperial Troopers to G. 11, if not 12.

speed set. speed speed speed. make him fast. Potency cross for stagger, but not at the expense of speed since he has high natural potency. Protection circle. Whatever triangle, I have a CC primary there at the moment.

TM removal can be resisted, so boost potency.

They need to fix his defense first for him to be arena viable. Currently he uses his debuff AOE. If he used his buff AOE it would give all troopers a chance to go first
