Weird Marks Appear Around Character Health and Protection

Can someone explain what the white little marks around Thrawn's health and protection are for? This is the second time I have seen them. Last time they appeared around General Kenobi in Arena. They seemed detrimental to my squads performance both times.

I'm really not sure how they could be detrimental to performance.

I have seen them too, but they don't seem to have any affect.

I'm not sure but it was like bad rng. My crits would proc Bariss zeta every hit for other team and none of R2s or cls zeta would proc on my team. It's too rare of an occurrence though to say for sure. I'm curious what they represent though. A mod contacted me so I sent link to mod. Maybe image can get added.
