CLS zeta not working?

I just gave a zeta on Learn Control unique. It says that whenever Luke doesn't have Call to Action, he has +100% Tenacity, however he seems to get debuffs as often as before. Is this one broken?

Well, I‘d assume there are buffs that bypass tenacity and +100% is still no immunity.

Tenacity up = 999900% tenacity
CLS learn control zeta = 100% tenacity
Weak

CLS not modded for any tenacity will have 133% tenacity.
That means an opponent only needs 34% potency to reduce the resist chance below 100%

Let's use real world example
CLS tenacity vs MT potency
Maxed MT in lead has 105% potency

CLS chance to resist = 133-105 = 28%
Note chance to resist can't go below 15%

So
CLS with CTA has 15% chance to resist MT debuff
CLS without CTA has 28% chance to resist MT debuff

Isn't tenacity great! Know you know why most don't run the mods.

Wow, that makes this a very useless zeta. Should just be an omega imo
