Fleet Arena bugged?

With Fleet Arena, my opponents are getting to reinforce every turn, ie, the capital ship reinforces, next turn comes along, reinforces again, then the next turn for the capital ship came and it reinforced again.
This was with Mace's Capital.

Is there a special or something I am missing as far as cool downs?
