Speed and Stars

I searched the forums and found that if characters have the same speed then it is a coin toss on who goes first in arena however I am experiencing otherwise.

I have a fully geared Poe at 6* and whenever I face a 5* Poe mine always goes first. The reverse happens when I face a 7* Poe. The coin flip only happens when I face a 6* Poe.

Do stars affect turns or am I experiencing a pattern that was just randomly generated?

He's probably not geared up as much, from my understanding stars do not change speed. just the 3 core attributes and these do not change speed. Equipment and level certainly do.
