Fleet Mastery at 80th player level..? Maybe 82th instead?

Yesturday I finally reach 80th. Today Home One Fleet Mastery started, and I need 6* Home One and 6x6* light ships. But how I can get 6* Home One at 80th level? Last challenge requires 82th.
May be there is another way to get 85 Home One shards before 82th? And I miss this way?

What I can do to join this rare event with good rewards at 80th?

Valid point, although with packs now you don't necessarily have to even do the fleet mastery event to have a 7* home one.

It's availability from 80th seems like content bug... With same result level req may be even 1st level.
