Critical hits

Does anyone know how the critical hit ratings ("physical critical hit rating" etc)translate into percentages?

eg. Ashoka Tano has a 'rating' of 669. Does that mean it's 66.9% chance?

Funny name. But I believe the correct math is x/20=%

I guess the next question is why not just put it as a percentage in the first place rather than this 'rating' thing!

So Ahsoka Tano has about 33% crit chance and that's one the highest in the game according to SWGOHcantina.com... lower than I thought
