Night Sister Initiate Bugged?

Just wondering. For the past 2 weeks I have been playing a NS Team in my early GW rounds. I have Initiate at lev 60, gear VI, and lev 4 abilities. I have not ONCE had her land the severing strike buff immunity on any target. I am curious if anyone else is landing recently and I am just having bad luck?

I run this team. I have seen the ability proc but it is so rare I don't even use the move for the ability. I just use it because it usually dots between 4k and 5k damage.

It's a low success rate. I use it mainly for the power but target toons like Lumi or Poe or Chewi so that if it does proc, the bonus is they don't get the dodge, defense, or taunt up.

Thanks for the replies. I was wondering if it was bugged since I don't even see enemy characters give the resist message and the skill is supposed to give a 45% chance of being triggered at my ability level....
