Not necessarily. You don't want Kanan using his ability with the zeta (forgot what it's called) at the wrong time in a battle like, say, HAAT. And you don't want kylo using outrage when his allies have low tm. There's more examples I could give. However you do have a point that the AI needs reworked badly

You actually do want Kanan using his zeta (Total Defense) first in almost all cases, and as often as possible. Kylo is an interesting case, but the AI will never play perfectly. Prioritizing the Zeta would improve most characters that have one, and should be relatively simple to do as a blanket statement.

Of course, actually having custom AI tuned to their specific kit would be great as well, but at the most basic level I'd like to see characters not ignore their zeta when not player controlled.
