At the start of each Sith ally's turn, Traya dispels all debuffs on them and deals damage equal to 5% of their Max Health for each debuff dispelled.

My first question is, is the damage dealt to the toon being dispelled? Or the opposing team?

I read it as the toon being dispelled. Is that not a detriment when facing a zEP or zVader squad? Granting your opposition major TM and damaging yourself, or cleansing just to have them re-applied does not sound like a good zeta.
