Guild Territory Wars

For lower weaker guilds why do the territory wars have platoons that require really hard to get characters (such as Jedi Rey, Wampa, and Hermit yoda) to complete the platoon. The guild that I am in never makes it all the way to the end of the territories, most of the time we can get just one star in each location. Why are territory wars so hard for weaker guilds?

Improve as a guild and you will eventually be able to clear the whole board.

^this. And in territory BATTLES it's about end game, you're not automatically going to be able to max the board out. My guild would be lucky to clear 10 stars when territory battles first came out, now we're pushing 20 in LS and 16 in DS.. we improve with each one
