Ackbars shield up lasts for 1 turn instead of 2?

Hey all. So struggling with the fleet challenge and I noticed my extra shielding goes down as soon as I take a turn, whereas it should linger for 2 turns. Anyone else noticed this or am I missing something?

I have not used his ship in a while. I know turn count on passives like that can seem a little odd at times, but yes it should last past the first turn they get. Did they have a DOT? They could have "burned it" by taking damage.
