As far as I can tell Credit Heist shows no sign of being random. I have received 2.5 mil for every single heist (highest tier) for several months. There has been no variation whatsoever. Id like to know what is going on with that, and if it will be fixed.

Confirmation bias.
It's not random, it's weighted, and 2.5m is the largest likelihood.
Today I hit 7.5 total, the second time that's happened. I hit 5 total most of the time. Sometimes 4, and a few times 3.
Nothing will be fixed because it's WAI.
I tracked my credit heist results over 36 attempts (18 Credit Heists). My results were as follows:
1.5mil - 2; 2.5mil - 31, 5mil - 2, 10mil - 1
5.56%, 86.11%, 5.56%, 2.78%
Lastly, if you think there is a flaw / bug in the system. I would recommend tracking your heists or whatever else it is that you feel isn't working as intended so you can present specific data. Chances are you've received 1 or 2 attempts with a different result, but misremember due to the overwhelming number of 2.5mil results.

Be glad you didn't get 3M, which is worse.
I just posted stats showing I got a 10mil and the probability of it dropping. Since my sample size is low, the percentage of achieving is probably inflated, but yes it is possible.
10 M one time only
5 M two times
1,5 M four times
2,5 M all the others.......
It's definitely not impossible... I practically screamed when this happened to me today.
