Which Zeta is more beneficial for a rebel arena team, Shoots first or It Binds All Things?

Both must have, shoots first is necessary for all game modes imo, binds is the only CLS zeta I went for and it is also great. Soooo. You need both, shoots first takes priority. Rebels in arena right now???

Yeah, I'm a rebel and like to go against the flow (pun intended). Still managing to get top 50 most days.

Both are great Zetas, among the best in the game.
You need both.
Start with Han (also his gear should be XII), and soon CLS.
