Lvl 7 ship crew why do some have it?

It is an unobtainable ability material available in later update
Just noticed some have level 7 on their crew power
How do y’all get this?

Some packs released shortly after ships had ship Omegas in them.

When they introduces ship's omegas there was pack in store for them so everyone who bought them have a few of them on their ships

They were sold in certain $$ packs but only a few and then they never came back.
