So, whats the general Crit Hit rate?

Im just wondering if some chars have a higher one than others, before adding in passives, etc. One reason I still reguarly use my 2 star Leia is because she often provides a fairly steady Crit Hit buff, which says 2x but the icon says 25%. So, does that mean the base crit hit of any character is like 12%, then you add on everything else?

One of the many under-the-hood mysteries, this. We know that physical crit rating is adjusted by stats and gear, but there's no telling what the base rate is.
