Bug with Thrawn ship

There is a bug with the Thrawn capital ship Chimaera. I'm carefully keeping track of all turns. I'm going against another Chimaera with the exact same sped as mine, but for some reason my opponent gets to his "Strategic Dominance" ability a full turn ahead of me! What's happening? Oh, and I'm really careful not to hit his TIE Fighter in case I miss, that would give his Capital Ship some turn meter, but that's not the case!
Can someone tell me what's happening?

Read chimaera strategic dominance. If they get it off first they reduce cooldowns of enemy capital ship by 1

So yours would be off cooldown same time. They go first set your cooldown to 1

Haha I was thinking the exact same thing yesterday counting the turns and everything was sure it was a bug then read the ability
